Whetstones wear unevenly. The middle of the stone does most of the work, so it dishes out while the ends stay high, and once that happens you are no longer sharpening at the angle you think you are. The edge comes out rounded and no amount of technique fixes it.
This is a dressing stone: coarse 60 grit silicon carbide, used flat against the face of a worn whetstone to cut it back level. Do it whenever the surface stops looking flat and your stones keep working the way they should. It is not a sharpening stone and must never be used on a knife edge.
